IF-SPFLF Charter and Appendices

Update after the General Assembly of May 2024 and the electronic vote of July 2024

[ . . . ] if there is something that remains to be done in analysis, it is to institute this other field of energetics, which would demand other structures than those of physics, and which is the field of jouissance. The International Federation of the Lacanian Field Forums (IFLF) aims to federate the activities of the Lacanian Field Forums (LFF), whose initiative was launched in Barcelona in July 1998, and to develop new working links between them. These Forums have their distant origins in the dissolution of the Lacan School, EFP, in 1980. They are part of the current that at that time in France opted for a new school, the École de la Cause Freudienne. It then spread to Argentina, Australia, Belgium, Brazil, Colombia, Spain, Israel, Italy, Venezuela, etc. After the 1998 crisis, the Forums tried a counter-experiment. Born out of opposition to the misuse of the One in psychoanalysis, they aim at an institutional alternative oriented by the teachings of Sigmund Freud and Jacques Lacan.

The Assembly of the International of the Forums (IF), meeting in Paris on December 16, 2001, proclaimed the creation of the IF School, School of Psychoanalysis of the Forums of the Lacanian Field (SPFLF), in accordance with what was foreseen in its 1999 Charter.

As a result, the IF is now called IF-SPFLF. Wherever there are School systems, whether epistemic or Guarantee, the title of the Forum - School ensemble becomes: School of Psychoanalysis of the Forums of the Lacanian Field (SPFLF) of ‘X’. Either SPFLF-France, SPFLF-Spain, FFCL-F8 or SPFLF-Spain-FOE-Galicia, SPFLF-Italy, SPFLF-Brazil, SPFLF-AL-North, and SPFLF-AL-South.

I. The Forums of the Lacanian Field

A) Definition

The associated Forums in the IF are from the Lacanian Field. They borrow and refer their titles to the developments that Jacques Lacan devoted to this notion in his Seminar “The Other Side of Psychoanalysis”.

Their main objective can be deduced both from their origin and from this reference: to contribute to the presence and maintenance of the stakes of analytical discourse in the conjunctures of the century.

These Forums of the Lacanian Field are not Schools and do not provide any analytical guarantee. We can apply to them what Lacan said of the Freudian Cause after the dissolution of EFP: 'it is not School, but Field', and also: 'it will have its School'.

B) Purpose

The main objective of the Forums, as stated above, is threefold: criticism, articulation with other discourses, and polarisation towards a School of psychoanalysis:

1. The Forums were born out of a demand regarding the conditions for maintaining analytical discourse. In accordance with this origin, the criticism of what is said in the name of psychoanalysis in all the various currents of the analytical movement and of the institutional practices which propose to carry it, will remain one of their constant aims. The Forums began with the critical debate, and they will ensure that this will continue to be demanded in the light of future developments.

2. As the Forums are part of the Lacanian Field, which includes all the discourses regulating enjoyment, the specific vocation of the Forums is to ensure the repercussion and impact of analytical discourse within other discourses. That is to say, the connections with social and political practices that confront the symptoms of time, the links with other theoretical praxis (science, philosophy, art, religion, etc.) will be especially within their remit.

3. The Forums are not without being oriented towards the School from which they take their meaning, for it is the School that is dedicated to cultivating the psychoanalytic discourse. Experience proves that this discourse, always threatened by repression, by the tendency to get lost and reabsorbed in the common discourse, is at the mercy of the contingencies of the analytic act.

A School is made to support this contingency by giving it the support of a community which is animated by the transfer of work. Through personal analysis, supervision, personal work on texts, the elaboration of texts with others in cartels, the test of transmission of the pass, it tries to circulate and to submit to control the knowledge that experience deposits and without which there is no analytical act.

The Forums are not a school, but they are part and parcel of the maintenance of these school objectives. Their objective is to prepare a return to the School desired by Lacan, within the framework of the necessities of our time.

The School is governed by the text "Principles for a School oriented by the teachings of Sigmund Freud and Jacques Lacan", updated over the years by the vote of all the members of the School.

The Forum / School works in solidarity with the Clinical Colleges of the Formations of the Lacanian Field.

C) Operation

Forums composed of a minimum of ten members, have and may have various forms: associations or federations, national or local with structures, whether or not they have legal status, and which have admitted paying members.

These Forums, whether or not they have legal status, operate according to democratic rule. The heads of the bodies are chosen by election, by secret ballot, for a period of up to two years, with the rule of rotation applying to all management positions.

Within this framework, the necessary choices are made on a case-by-case basis, with each Forum acquiring the bodies and all the means necessary to achieve its ends: commissions, cartels, debates, colloquia, meetings, newsletters, publications, etc.

The Forums therefore operate according to the principle of initiative, which may be limited only by the principle of solidarity. The principle of initiative is easy to understand: it ensures that bureaucratic functioning does not stifle new ideas and does not hinder unexpected ventures when they are compatible with the Forums' aims. Rather, the principle of solidarity reminds us that in a group bound by a common project, the actions of one, whether a member or an entire Forum, commit all the others by their consequences. It therefore calls for consultation at all levels and for everyone to take responsibility.

The IF does not exercise any management function over the operation of the Forums.

D) Admission of New Forums

A minimum of ten people is required to create a forum. When a new Forum in training applies for admission to the IF, it applies to the CRIF in office. The CRIF examines the application, then presents it to the IF assembly, in the presence of Forum members. The Assembly decides on admission.

Admission of Forums in Training

When a group of people wants to be admitted as a Forum in training, - a condition for being admitted later as an IF Forum with a minimum of 10 members - it makes a request to the Representative of its area, mentioning the origin of the initiative, the date of the first meetings, the list and contact details of the participants. After information, the CRIF can admit this group as a "Forum in formation" and the Assembly is informed.

The minimum duration of a Forum in training is two years after its admission. During this time, the activities of the Forum in formation must allow each member:

- To engage in training in the cartels, our basic organs, and, beyond his or her possible personal training, to follow the wider activities of the area;

- To begin to integrate into the working community of his or her zone beyond the singular bonds formed in the group;

- To get to know the principles and structures that organise the IF and the School that guides it.

During these two years, the activities of the Forums in training can be announced on the local list of the area, under the heading "Forum in development of. ", so that they are known as such and when they are announced by the area and its Representative.

Each Representative keeps a register of these various activities, transmits it to all of his CRIF, which in turn transmits it, if necessary, to the next CRIF, which at the end of the two years can present to the Assembly the request for the integration of this Forum into the IF. If after two years, the conditions for admission as an IF Forum are not met by a Forum in formation, it may be extended for a maximum of two by the CRIF, which informs the Assembly.

2. The International Forums of the Lacanian Field

The International of the Forums (IF) is a federation of the Lacanian Field Forums. Its institutional members are the associations or federations of the Lacanian Field Forums (FLFs), national or regional, which adopt the present Charter and those which, in the future, would be admitted to join it. The members of each of these groups are themselves members of the IF.

The IF may admit an individual member on a transitional basis for a period of one year, with a view to the creation of a Forum, provided that he or she so requests it and that his or her request is accepted by the Assembly.

A) Purpose

The International of the Forums (IF) is a representation of, and cohesive structure of, the whole constituted by the Forums. It has no decision-making power over the internal management of the Forums that make it up.

Its purpose is therefore to ensure national and international connections between the various Lacanian Field Forums throughout the world, to create all the means likely to promote exchanges, the circulation of information and publications that will consolidate the network of epistemic links that make up a working community.

B) Administration

The International of the Forums (IF) operates according to the principle of collegial leadership. It consists of two bodies, which rotate every two years and whose members are not immediately eligible for re-election to the same office.

- A College of Representatives of the major linguistic and geographical areas (CRIF)

- A College of Forum Delegates (CD)

The School of Psychoanalysis of the Forums of the Lacanian Field (SPFLF) comprises two international bodies:

- The International College of the Guarantee (ICG) and

- The School's Guidance and Orientation College (CFOS).

In addition to these four bodies, from 2020, an additional body will be added, which will change half of its members every two years:

- An International Laboratory for the Policy of Psychoanalysis of the IF and its School (LIPP)

The College of Representatives (CRIF)

The CRIF represents the unity of the whole. Its function is twofold: to ensure the circulation of information and to carry out the actions decided by the Assembly under the impetus of the Forums and the School.

It is responsible for ensuring the circulation of information emanating from the Forums and the School's systems. It collects this information from the delegates and disseminates it to the rest of the world. It is also responsible for producing the publications of the IF.

Furthermore, in June of each year, it studies and distributes the applications for admission to the IF-SPFLF presented either by the Forums in formation or as a transitional member and submits them to the Assembly, which decides. The College of Representatives facilitates the work of the Forums in formation.

Prior to any declaration, each initiative for the creation of a new Forum or association of Forums must be addressed to the Representative of the area concerned for review and collegial discussion. It is up to the Representative of each zone to decide on the relevance of disseminating information on the IF-SPFLF list in case of uncertainty on the part of the moderator. If necessary, the Representative may consult the entire CRIF.

The Representative convenes the Assembly, if possible, on the occasion of international meetings. S/He sets the agenda based on the opinions of the Forums. S/He presents a report on the tasks carried out, submits, the financial statement and proposes the amount of the membership fee. Every two years S/He asks the Assembly to re-examine the amount of the international membership fees of the IF and the School.

Two and a half months before the date of the Assemblies, the CRIF announces on the list the opening of the preparatory period for the Assemblies. The International Bodies, Forums and/or members who have questions or proposals to submit shall circulate them for discussion on this list.

Fifteen days before the Assemblies, on the basis of the debates which will have taken place and the opinions collected, the CRIF and the ICG shall draw up and circulate respectively the updated agendas of the IF and School Assemblies.

The mission of the College of Representatives being one of transmission and execution, it consults the Assembly of Voters by electronic means for any decision which is not strictly in accordance with the rules of the Charter and acts according to the majority of the opinions transmitted.

Composition of the College of Representatives

The College is composed of representatives of the zones.

It elects its secretary and distributes the tasks to be carried out among its members. Each of the members of the Council is elected for two years by the group it represents. Voting is by secret ballot in each Forum. The Forum organises the election according to the rhythm of permutations. The vote is taken:

- in Argentina for the Representative of South Latin America,

- in Colombia, Venezuela, Puerto Rico and Panama for the Representative of Latin America North,

- in Australia, England, the United States, New Zealand and Israel for the representative of the English-Speaking area,

- in Brazil for the Representative of Brazil,

- in Spain for the Representative of Spain,

- in France, Belgium, for the Representative of the French-Speaking area,

- in Italy for the Representative of Italy,

- in the forums of the multilingual zone for the Representative of the zone. Each forum of the multilingual zone that so desires shall elect, upon request, by secret ballot, one of its members, English or French speaking, as a candidate for the zone Representative.

A draw will then be made by lot from among the elected representatives of the Forums who have not yet been elected.

The College of Delegates (CD)

The delegates ensure the articulation between their Forum and the three International Colleges. A Forum must have at least one delegate living in the city or region or country of the Forum. If this is not possible, if an exception is necessary, a solution will be sought in consultation with the CRIF.

They participate in the editorial committees composed by the International Colleges.

Their role in relation to the School is defined in the "Principles".

They regularly transmit relevant information which is to be disseminated immediately, or which deserves to be published, and more generally all the suggestions emanating from their Forum. Similarly, they shall also pass on in their Forum the various items of information transmitted by the College of Representatives concerning all the other Forums. After the Assembly, they shall report to their Forum on the debates of the Assembly, based on the minutes which it is their responsibility to circulate. Please refer to Addendum for the CRIF 2023-2024 text on the function of delegates.

Composition of the College of Delegates

It includes the Delegates of the Forums. Each Delegate is elected by secret ballot for a maximum of two years by the members of his or her national or local Forum who have paid their membership fee. It is up to each Forum to organise this election together with that of the member of the College of Representatives, according to the cycle of the permutations.

The number of Delegates

The calculation is as follows: for 10 members 1 delegate, then per 10 members, 20 members, 2 delegates, 30 members, 3 delegates, etc. The number of delegates is adjusted as the number of members of the Forum evolves. Each Forum manages its own adjustments.

Regardless of the date of election of a new Delegate, the latter leaves office at the same time as the other delegates who have been in office for two years, in accordance with the principle of permutation.

All these changes will be immediately communicated to the CRIF by the Forum concerned. The CRIF draws up the list of voters. It will inform the person responsible for updating the database of any changes. Changes will be suspended 90 days before the Meetings and until the end of the Meetings.

Where there is a dual structure, a national association and local forums that have admitted paying members, the country chooses whether it wants to be represented in the IF-EPFCL by the Delegates of the local forums or by those of the national association. Where there is only one National Association, it will be the responsibility of the country to ensure, as far as possible, that the various locations are represented in the College of Delegates, bearing in mind that the Delegates undertake to be present at the Assembly, which will mean that they will have to travel across the Atlantic from time to time.

The provisions relating to the functioning of the two Colleges may be specified in internal regulations, drawn up by each of the Colleges respectively, which will be submitted to the Assembly.

The International Laboratory for Psychoanalytical Policy (LIPP)

An International Laboratory of the Politics of Psychoanalysis of the IF and its School is in charge of reflection and research on the objectives and means of our School in the emergencies of the time on the basis of the fundamental options inscribed in the Charter of the IF in 1999. The internal regulation of the IF and the Forums is under the exclusive legislation of the IF Assembly, which meets every two years, and no other international body.

It is composed of two members per zone, elected on candidacy: one member from among the former Representatives and former members of the ICGs - excluding outgoing colleges (e.g. with an election in 2020, the members of the CRIF and ICG 2018/2020 are not immediately candidates) and one member of the School who has not yet been in office in these bodies. Half of its members rotate every two years.

This Laboratory works in close contact with all the members. To do so, it is in contact with the various situations of the SPFLF via the heads of the inter-cartels, the delegates and the AMSs of each zone. According to the needs, it can also create ad hoc consultation structures, as well as all the necessary relays, for example cartels, in order to have a point of view adjusted to the realities of the base of the Forums of the various zones.

The issues studied and the opinions expressed are progressively passed on to the IF list, before being condensed in the Report that it presents every two years to the Assembly for debate. The International Laboratory keeps a notebook of the problems dealt with and forwards it to the next Laboratory.

Election of representatives and delegates

The renewal of representatives and delegates takes place every two years after the International Rendezvous. The CRIF opens the election period. The election period lasts a

maximum of two months. Each Forum has the choice of the modalities of the election, which can be done, depending on the case, by a meeting of the members, by correspondence or electronically. But everywhere, voting is done on candidacy, by secret ballot, and only members duly registered in a Forum and up to date with their membership fees for the current and previous year, vote. All members of the Forums may be candidates. When the area includes several Forums or grouping of Forums it will be desirable to ensure during the permutation an alternation that reflects the specificities of this area through dialogue and agreement. Nominations must be made known 15 days before the election.

In the event that a delegate is unavailable during the term of office, the Forum shall elect a substitute delegate who shall remain in office until the next changeover.

The counting of the two votes is public. It takes place at the end of the vote for those Forums that are able to meet. For those who vote by post or electronically, it is done in the presence of the Forum bodies, one week after the closing date of the elections. Elected representatives are elected by simple majority.

The results are sent to the College of Representatives, which distributes them on the IF-SPFLF list and via the Delegates. The results document mentions the nominal list of members registered in the Forum up to date with their membership fees for the current and previous year, the number of voters and the distribution of votes over the candidates.

Election of the Laboratory

The International Laboratory is elected according to the following provisions, which are similar to those laid down for the Representatives: "It shall be composed of two members per zone, elected on candidacy: one member from among the former Representatives and former members of the ICG - excluding outgoing colleges. (Example with an election in 2020, the members of the CRIF and ICG 2018/2020 are not immediately candidates) and one member of the School who has not yet been in office in these bodies.” Every two years, half of the members of the Laboratory are renewed every two years, after the RDV. The CRIF opens the election period. This lasts a maximum of two months. Each Forum has the choice of election procedures, which may be carried out, depending on the case, by a meeting of the members, by correspondence or electronically. But everywhere, voting is done on candidacies, by secret ballot, and only members duly registered in a Forum and up to date with their membership fees for the current and previous year, vote. Nominations must be made known 15 days before the election.

The counting of the votes is public. It takes place at the end of the vote for the Forums that may meet. For those who vote by post, it is done in the presence of the Forum's bodies, one week after the closing date of the elections. Elected representatives are elected by a simple majority.

The results are sent to the College of Representatives, which distributes them on the IF-EPFCL list and via the Delegates. The results document mentions the nominal list of

members registered in the Forum up to date with their membership fees for the current and previous year, the number of voters and the distribution of votes over the candidates.

The Assembly

Composition of the Assembly

The Assembly includes: members of IF-SPFLF, envoys of the Forums in formation, individual members on a transitional basis. All take part in the debates of the Assembly, but only the members of the College of Representatives (CRIF), the College of Delegates (CD), the last three International Guarantee Colleges (ICG) and Colleges of Facilitation and Orientation of the School (CFOS) and the Secretariats of the Pass corresponding to these three ICGs have voting rights. They make up the Assembly of Voters.

Function of the Assembly

It ensures that the Forums' own objectives are maintained and takes all measures likely

to foster a spirit of debate and discussion. It decides on the orientations and actions relevant

to the IF-SPFLF.

The IF Assembly meets every two years on the occasion of the International

Rendezvous.

Fifteen days before the Assemblies, on the basis of the debates that will have taken place

and the opinions collected, the CRIF, the LIPP and the ICG draw up and circulate

respectively the updated agendas of the IF and School Assemblies.

The College of Representatives may consult the Assembly of Voters by e-mail when it

deems it necessary, or when one third of the members of that Assembly so request.

Each year, in June, it submits to the Assembly the candidatures for new Forums.

If a member of the voting assembly is unable to participate, he may give his proxy to

another member of that assembly. Each member may only have two proxies.

A secretary of the Assembly, appointed on the spot, is responsible for drawing up a report

of the debates to be circulated on the IF-SPFLF mailing list by the representatives and by the

delegates in their Forum. At the same time, all the debates are recorded for archiving and the

audio files are available. The text of the decisions voted by the assembly is drafted on the

spot, read back to the assembly for approval, and recorded as in the minutes of the

assembly.

The Assembly hears the report of the College of Representatives, the Laboratory and the

School's International Colleges, decides on applications for admission, sets the amount of

subscriptions, agrees on the frequency, dates, venues and themes of the International Forum

Meetings, debates and then decides on the policy of the journal, the actions to be taken and

decides on all matters on the agenda.

Voting is usually by show of hands. However, in the case of individuals, or if the

Assembly decides otherwise, the vote will be taken by secret ballot.

When a majority abstains (50% plus one vote) the proposed action is adjourned.

Within this limit, votes are taken by simple majority when it is a question of answering yes

or no, or when there are only two choices to be made. When there are more than two

choices, 3 or 4 or more, a first vote is taken on each of these possible choices, then the two

choices that have obtained the most votes are put to a vote and a simple majority vote is

taken to decide between them.

The IF does not intervene in the internal politics of the Forums. The Assembly is

sovereign in all cases of exception.9

Articulation of Clinical Colleges and Forums / School

Each of these structures mentions in its texts the Lacanian Field, which for us is the

unitary signifier.

At present these colleges have various titles, but whatever they may be, it will be easy for

them to add a subtitle or a surtitle, specifying that they are placed in the Clinical Formations

of the Lacanian Field.

The teachers of the Colleges are all members of the IF.

When an invitation is made by a College, an activity is also planned within the framework

of the Forum or the School.

Mention must be made in our statutes (IF-SPFLF) of the link of solidarity Clinical

College/Forum-School.

Publications

1. Heterity

The review of the IF and EPFCL is under the responsibility of the CRIF. It is published in

electronic version and includes the contributions of the international RDVs, which may then

be published in paper version in the various zone Reviews.

2. The Directory and Wunsch

The Directory appears every two years, just after the General Assembly and the elections

of the new international bodies, in the languages of the IF-SPFLF, under the responsibility of

the CRIF, in PDF version. At least 2 to 3 copies are printed for the library. The PDF version

has a printing option which allows you to obtain a paper copy. Each zone decides on the

number of paper copies it prints according to the demand of its members. The fee is

deducted from the local share of the IF membership fee. These printing costs are not

covered by the international treasury but by the Forums that decide to print it.

Changes in the Directory are communicated to the zone representative who informs the

membership database manager. Only Forum members who are up to date with their IF-

SPFLF dues for the last two years are listed in the PDF Directory.

The PDF version can be consulted on the international website. A search engine provides

online access to the information in the database. Consultation is available only to IF

members.

Wunsch and the Directory are produced only in electronic version which must include an

option for print. The printing costs are not borne by the international treasury but by the

Forum that decides to print.

3. The Archives

- Archive documents:

The Charter. The Principles. Repertories. The minutes of the IF's assemblies. Any other

significant document.

- Locations: The archives are deposited at the headquarters of the national

associations, where they exist. Failing that, at the domicile of the Representative of the zone

who keeps them, if necessary, at the disposal of each Forum.

IF and School resources

The resources are made up of the fees of the members of the Forums who have

Delegates, donations, sales of brochures and all resources not prohibited by law. The

amount of the international contributions of the IF and the School are set by the Voting

Assembly. The CRIF decides on the use of funds at the international level (publications,

website, travel, etc.). It appoints the international treasurer from among its members who

presents his or her balance sheet at the assembly. Each representative manages the

membership fees for his or her zone.

The amount of local School fees for members, AMSs and ASs is set in each School

system according to local situations. This amount applies to all members. School members of

the Forums attached to a scheme only pay the international membership fee. School fees

are collected in the Forum where School members are registered and are used to organise

School activities.

Loss of membership

Membership of the IF-SPFLF is automatically lost if a Forum fails to pay the membership

fee for one year. Membership may also be terminated in the event of a serious

breach of the basic objectives of the Forums. In such cases, it can only be decided by the

Assembly, after discussion with the members of the Forum concerned, and by a two-thirds

majority vote.

Evolution

It will be up to the Assembly to introduce, over time, in the text of the Charter, the

modifications which would appear necessary in the light of the opinions of the Forums

transmitted by the Delegates.

Dissolution

If one-third of the members of the Assembly so request, the question of dissolution shall

be placed on the agenda of the Assembly. It may then be decided by a majority of votes.

ADDENDUM 2024

Function of the IF delegate

The Charter provides general guidance on the function of the IF delegate, but leaves

many practical questions unanswered.11

The Charter specifies that the delegates ensure the articulation between the international

bodies and the Forums or poles that elected them. It follows that the relationship of exchange

and dialogue with the members of one's own Forum or pole is at the centre of the delegates'

action. Far from being reduced to participation in Assemblies, once every two years, this

exchange is essential for the collegiality that we have adopted as a principle of our operation.

In general, as we know, the delegates ensure the circulation of information between the 3

international bodies (CRIF, CIG, LIPP) and the Forums: they transmit the information and

decisions made to the members but can also report to the aforementioned bodies the

opinions of the members, then vote accordingly in the Assemblies.

But more specifically:

At the local level, during the two years of their mandate, they ensure not only that each

member of the Forum or of the pole, especially the new member, is aware of the international

entity that is the IF, its history and its functioning, but above all that the epistemic themes of

the international events (Rendez-vous, Conferences, Symposia) are elaborated in each

Forum or pole, before each event, with preparatory meetings (preludes, cartels, half-days on

the topic, etc.) in order to arouse the interest of the members and their possible proposals for

papers and contributions. What is at stake is properly analytical.

At the international level, once during their term of office, they prepare with the members

of their Forum the Assemblies of the IF and the School, in which they will vote according to

the opinions of their Forum.

Two and a half months prior to these Assemblies, CRIF opens the preparatory period on

the email list, possibly announcing the issues for discussion. This is the time when delegates

can gather the members of the Forum, to present the issues under discussion that could then

be put to a vote in their Forum and to discuss these issues with them.

After such meetings, even prior to the minutes, they can report on the discussions that

took place and the decisions taken to their members.

We add that, at the conclusion of their mandate, the delegates should ensure that their

experience as delegate is passed on to the newly elected delegates.

As you can see, the link with the members of one's Forum is essential for the function of

a delegate and is therefore irreplaceable.

APPENDIX I

IF-EPFCL FINANCIAL REGULATIONS

MANAGEMENT OF IF AND SCHOOL FEES

Account and International Treasurer

An international account of the IF-EPFCL, managed by a treasurer, was opened in Paris

when the IF and then the EPFCL was created to manage the international expenses of the IF

and the School. In 2016, the decision was made to have a second international account for

America. From 2016 to 2018, an international account opened in Argentina worked for

America. In June 2023, an account was opened in Brazil. The international treasurer will

henceforth alternately be the French representative and the Brazilian representative. The

Treasurer will present the overall report at each Assembly.

Each representative calls, centralizes and manages the IF and School contributions in his

or her zone. Both the IF and School international fees are paid in full into the international

accounts to cover international expenses. If expenses are incurred locally in the Forums that

are international, they are paid by the treasurers of the international accounts at the request

of the Forums concerned.

International expenses that may be incurred in the forums are those of the Directory and

electronic Wunsch. For other expenses that could be international, they are to be agreed with

the representative of the zone in consultation with the CRIF.

The Assembly in Rio in July 2012 took note of the difficulty of the international treasury's

operation but did not question the principle of its functioning. Today, in 2023, these functional

difficulties seem to have been resolved.

The currency of the contributions

Since 2020, IF and School fees are set in the local currency of each country.

The amount of the IF and School fees

40 euros from 2023 (30 euros from 2009 to 2022). From 2020, the amount of the

contributions is the proportional amount of the amount in euros established by an

international index, based on the value of the currency used in each country. The reference

index will be the Big-Mac index, the equivalent amount of currency available on the date of

the call for contributions, the first of January of each year.

The CRIF's proposal on local school fees for attached schemes was adopted in 2009.

Members of the School attached to a dispositive only pay the international dues.

Date of call for dues

Each zone organises the collection of international contributions from the IF and the

EPFCL The date for calling for contributions is 1st January of the year and the deadline for

their collection is 31 March.

The deadline for inclusion in the Directory is 31 December, the legal date by which

contributions are due.

Breakdown of expenditure

The IF's membership fee:

The IF international membership fees cover the international expenses of the IF, in13

particular those of the international website, the translation of the international events, every

two years the 4 days of the Rendez-vous of the IF, the School Meeting, symposium on the

pass included, and the members' Assembly.

The other costs of these events are covered by the payment of registrations, by possible

subsidies and the profits (or deficits if any) go to the Organising Forum which is responsible

for the budget.

The President (Coordinator or Director) of the Forum hosting the International RDV

participates in the Organising Committee, due to the financial responsibility assumed by the

Forum.

School fees:

For the School, the fees cover the operating costs of the dispositive of the pass.

- Members of the IGC are reimbursed for their travel expenses (plane or train ticket)

and subsistence when the IGC meets outside the International Meetings. In addition,

the costs of accommodation (up to €100 per night) and meals (up to €30 per day) are

reimbursed for all the working days of the pass cartels, in association with the RV or

outside of it.

- Passeurs are reimbursed for all their expenses, travel and accommodation (up to a

maximum of €100 per night) and meals (up to a maximum of €30 per day) each time

they are on duty.

When a Forum invites an AS, it does so at its own expense.

APPENDIX II

Membership in different Forums

To be a member of the IF, you must be registered in a Forum. Each member of the IF

may, if he or she wishes, register in more than one Forum, depending on his or her working

relationship, but he or she must have a main Forum.

This is necessary for the establishment of all our lists: for the Directory, the payment of

international dues, the verification of votes in assemblies, eligibility, etc.

A member registered in several Forums pays the local dues for each Forum and the

international dues once only in the main Forum.

The definition of the Main Forum

The Main Forum is the Forum where we live most often, where we practice

psychoanalysis (possibly and mainly), where we work, except for exceptions related to

particular situations to be evaluated with the forum concerned. It corresponds to the address

mentioned in the Directory. It is the one where one votes (only once) for international

functions (Delegate, Representative, IGC), and where one can be elected to these same

functions.

The number of members of a Forum

This is the number of members (minimum 10 members) for which it is the main Forum.

Similarly, when there is a set of Forums, the number of members of the IF and the School in

this set is the number of members for whom these Forums are their main Forum.

In the list of members by Forum in the Directory, each member is listed in his or her main14

Forum, but it is also mentioned, for each member, whether he or she belongs to any other

additional Forums.

Formation of Forums by division

In the event of a conflict in a Forum, a new Forum can only be formed under certain

conditions; the CRIF's mediation is provided for two years. If, at the end of the two years, no

solution is found, a Forum in formation may be proposed by those who wish to do so.

The international website of IF-EPFCL

The responsibility for the redesign and monitoring of the international website and the IF-

EPFCL list according to the rules specified in this Charter, is entrusted to Lucile Cognard of

the Forum de Belgique. She will be assisted by the representatives of the CRIF, who will

decide on all decisions on the orientation of the site that do not fall within the simple

application of the rules provided for in the Charter.

The international list

The international list disseminates all information concerning the activities taking place in

the IF:

- international meetings, school meetings, inter-zone symposia and conventions, national

and local days, communicated by the commissions responsible for the event;

- the debates opened by the international bodies, CRIF, ICG or LIPP;

- and, more generally, information from the Forums, communicated by a body

responsible for the Forum, concerning their activities, invitations and publications;

Forum information is limited to two passages on the list for each event.

On the other hand, personal and inter-personal messages, as well as various thanks and

congratulations, are not included in the list.

APPENDIX III

Choosing the date of the International Rendezvous

The responsible bodies in each zone will decide before the Assembly on the period of the

Rendezvous that would be suitable for their zone, depending on whether the event is their

responsibility or not, and specifying their criteria: according to holidays, possible attendance,

travel costs, university activity, etc. - as all these criteria do not carry the same weight. They

circulate these proposals on the lists, we can start debating them if necessary and then

decide in the assembly on the most favourable intersection between the various periods that

have been proposed.

The scientific committees of the International Rendezvous

The scientific committees of the International Rendezvous include one person from each

zone, each having been elected at the international level, either as a current or past member

of the CRIF or the ILPP, or as a current or past member of the ICG.

PROTECTION OF PERSONAL DATA

Transitional proposal

An in-depth study in collaboration with forensic experts will be undertaken to ensure that

the collection, management and use of member data complies with the personal data

protection laws in force in the various countries. Appropriate measures will be implemented

as soon as possible. The procedures for the management of this data as well as the

organisation dedicated to the management of this data will have to be adapted on this

occasion. Thus, several articles relating to the use and protection of personal data may be

adopted at the latest at the 2022 Assembly and incorporated into the Charter, completing

this section.
